Wamena, nokenwene.cpm – Bupati Kabupaten Jayawijaya, Jhon Richard Banua, mengatakan, Anggaran Pendapatan dan Belanja Daerah (APBD) Kabupaten Jayawijaya pada perubahan APBD tahun 2020 mengalami penurunan yang cukup signifikan, sebagai akibat dari pandemi covid-19.
semula, pendapatan daerah direncanakan sebesar Rp.1.478. 310. 310. 370, 63 berkurang sebesar Rp132.146. 618. 554, 50 sehingga menjadi sebesar Rp.1. 346.163.691.816,13 atau turun 8,94 persen, belanja daerah yang semula direncanakan 1.510.085.255.184,63 berkurang sebesar Rp.69.045.564.868.,06 sehingga menjadi 1.440.984.201.498.,19atau turun 4,58 persen.
” Penurunan – perubahan APBD kita, menurun ini karena situasi kita covid-19 ini. Tadi bantuan – bantuan yang kementerian, dana alokasi khusus (DAK) dana alokasi umum (DAU) itu ada pemotongan. Memang semua ini karena terganggu dengan adanya covid-19, mempengaruhi APBD kita, makanya ada penurunan cukup besar”, kata Banua usai pidato di gedung DPRD Jayawijaya, kepada media di Wamena, Senin (19/10/2020).
Untuk pembiayaan daerah, semula ditetapkan Rp.31.774.944.814 bertambah sebesar Rp. 63..045.564,868,06 sehingga menjadi sebesar Rp.94.820.508.682,06atau naik 198,41 persen, sementara untuk perubahan pendapatan daerah dari sisi pendapatan asli daerah sebelum perubatan Rp 64.601,685.042 pada perubahan ini berkurang Rp. 23.006.027.618, 50 hingga menjadi sebesar Rp.41. 595.657.423,50 atau turun 35,61 persen
Sedangkan dari pendapatan daerah dari dana perimbanbangan yang terdiri dari dana bagi hasil pajak dan bukan pakan , DAK, dan DAU sebelum perubahan ditetapkan Rp.956.178.032.000 pada perubahan ini bekurang sebesar Rp.113.814.907.000, sehingga menjadi Rp 842.363.125.000 atau turun 11,90 persen.
Penurunan perubahan APBD Jayawijaya ini, kata Banua, karena situasi COVID-19 ini. tadi bantuan-bantuan dari kementerian, DAK, DAU itu ada pemotongan, semua ini terganggu karena adanya COVID-19 makanya ada penurunan cukup besar.
Dikatakan, yang kita perhatikan sekarang masalah Covid -19 memang sangat mempengaruhi keuangan dari pemerintah daerah dari sisi pendapatan, karena banyak sumber anggaran yang terpotong untuk membiayai masalah ini.bebernya
Menurutnya berdasarkan Nota Kesepakatan telah dilakukan penyusunan peraturan daerah tentang perubaganb Anggaran APBD sehingga rancangan ini akan diserahkan kepada dewan untuk dibahas dan dipelajari bersama tim anggaran dari pemerintah daerah.
Sementara itu, pembicara Fraksi PDI perjuangan, Petrus Latui Hamalo, kami memberikan catatan atas materi tersebut, menurutnya, Setelah membaca dan menelaah Rancangna Perda tentang perubahan APBD induk tahun 2020 dan memperhatikan pidato Bupati Jayawijaya tertanggal 19 Oktober 2020 di Gedung Dewan Perwakilan Rakyat Daerah (DPRD) Kabupaten Jayawijaya, tentang pengantar Nota Keuangan serta melalui rapat – rapat fraksi.
Salah satu yang di soroti oleh fraksi PDI Perjuangan dalam rapat pandangan fraksi atas pidato Bupati Jayawijaya atas berubahan APBD tahun 2020 adalah soal penanganan Covid-19 khususnya di kabupaten Jayawijaya.
” Penanganan Covid-19 di kabupaten Jayawijaya, agar pemerintah daerah kabupaten Jayawijaya dapat menjelaskan berapa besar anggaran yang disiapkan untuk penangan Covid-19 baik bersumber dari APBD kabupaten maupun bantuan dari APBD propinsi atau dari kementrian, berapa besar yang suda terpakai sampai saat ini ???”, Kata Petrus dalam tanggapannya, di ruang sidang DPRD Jayawijaya, Selasa ( 20/10/2020).
Lanjudnya, ini perlu kami pertanyakan karena khusus untuk penanganan Covid-19 pada OPD Dinas Kesehatan tidak tampak. Justru yang tergambar hanya kegiatan penyelenggaraan pencegahan dan pemberantasan penyakit menular sebesar Rp. 5 miliar dan pembayaran insentif tenaga kesehatan yang menangani Covid-19 sebesar Rp. 4,110 miliar.
Sedangkan, pada OPD Badan Penanggulangan Bencana Daerah (BPBD), menurut Petrus, tidak ada satu kegiatan yang menggambarkan tentang penganan covid-19.
” Pada belanja tak terduga pada APBD induk, dianggarkan 3 miliar, pada APBD perubahan dianggarkan Rp. 64. 245. 822.00; ada kenaikan sebesar Rp. 61.245.822.000;. Pertanyaan kami, apakah kenaikan ini ada kaitannya dengan penanganan covid-19 dan kami minta penjelasan serta rincian kegiatan dan pembiayaannya”, tegas pembicara fraksi PDI Perjuangan.
